The exploitation of those workers, most of them new to the country or poor, has been a source of strife in the state since the time of the robber barons. There were Chinese fruit pickers in the 1880s, Japanese and East Indian field workers in the early 1900s, white Dust Bowl refugees and struggling Black Americans during the Great Depression, immigrants from the Philippines and Mexico before, during and after World War II.
