New data released Wednesday shows that enrollment in the marketplaces established under the Affordable Care Act is down by at least 1.3 million people compared with last year, as nearly all those who buy their own insurance now face higher prices. People who earn more than the subsidy limit are a small share of the market, but their huge price increases are having big impacts in their lives.
