Defence secretary John Healey said on Sunday the early indications were that this was “an isolated attack” and that the UK’s terrorism threat level, which is set by the Joint Terrorism Analysis Centre and MI5 to indicate the likelihood of attacks, had not been increased but remained at “substantial”.
